We just got word that Senator Scott Brown used a FOIA request to expose the National Oceanic and Atmospheric Administration dropped a whopping $300,000 on an illicit party/fishing boat! Where did they get the funds to purchase this extravagant boat?

We found out that when fishermen accidentally catch the wrong fish, they get fined. The NOAA decided to use those funds to go ahead and purchase a lavish fishing boat.
