University of Phoenix has seen a student enrollment decline of 42% in the final quarter of 2010, and it's believed that it will continue to drop- up to 40%- in the next quarter.

It's thought that the school is having trouble working under new guidelines that keep for-profit schools from paying admission counselors based on now many students they enroll. A mandatory student orientation and the economy are said to also be factors in the downswing.
