Crescent Communities is expanding its footprint in the Valley with the addition of NOVEL Norterra, a new multifamily community planned for one of North Phoenix’s fastest-growing corridors.
The developer recently closed on the 8.5-acre site, located just east of Interstate 17 within the Norterra neighborhood, where construction is set to begin this month. The four-story development will feature 248 apartment homes, with the first residents expected to move in during spring 2028.
Part of the nearly 600-acre Norterra master-planned community, NOVEL Norterra will place residents within walking distance of The Shops at Norterra and adjacent to a retail center anchored by Fry’s. The location also offers convenient access to major employers, including the TSMC Arizona semiconductor campus and the USAA regional headquarters, both of which continue to fuel growth in the area.

“Northern Phoenix is experiencing remarkable growth, driven by significant employment investment and a lifestyle that blends urban convenience with access to Arizona’s incredible outdoor destinations,” managing director Ken Keefe said. “NOVEL Norterra is designed to embrace that dynamic, creating a community where residents can enjoy walkability, social connection, and a strong sense of place in one of the Valley’s most exciting and evolving submarkets.”
The community will feature a pool and spa with cabanas and fire features, a clubhouse, a shaded pickleball court, a dog park, and multiple outdoor gathering spaces for dining and socializing. Landscaped pedestrian pathways will also connect residents to nearby shopping and community amenities.

Residents will have convenient access to Interstate 17 for trips to popular Arizona destinations such as Lake Pleasant, Sedona and Flagstaff, along with nearby hiking and biking trails. The project also marks a milestone for Crescent Communities Construction as it expands into the western US.
“Phoenix is one of the country’s most dynamic growth markets, and this project reflects our confidence in the region’s potential as well as our commitment to delivering high-quality communities in places where people want to live, work and thrive,” said Daniel Cooper, president of construction at Crescent Communities.
NOVEL Norterra joins several other Crescent Communities developments in the Valley, including NOVEL Heritage Park in Gilbert and HARMON Ascend, further expanding the company’s presence across the Phoenix metro area. Learn more at crescentcommunities.com.
