A major new chapter in North Phoenix development officially began in March 2026 as Mack Real Estate Group and McCourt Partners hosted a ceremonial groundbreaking for Halo Vista, a sprawling 2,300-acre master-planned community positioned adjacent to the Taiwan Semiconductor Manufacturing campus.
The $7 billion project is being designed as a premier destination for science, innovation, and mixed-use living, with developers describing it as a “city within a city” that will help anchor Arizona’s expanding semiconductor and advanced manufacturing economy. Leaders behind the project say Halo Vista is intended to play a key role in supporting what they call the ongoing “renaissance” of American manufacturing.

Developed by Mack Real Estate Group and McCourt Partners, the project will ultimately include nearly 30 million square feet of mixed-use space, spanning industrial, manufacturing, office, retail, residential, hospitality, and educational uses. The first phase, now underway, focuses on horizontal infrastructure and site preparation, with Phoenix-based Willmeng Construction leading the initial work.
The groundbreaking event drew more than 150 attendees, including state and local officials, business leaders, and members of the media. Veteran Valley news anchor Mark Curtis of 12News served as master of ceremonies, helping guide a program that highlighted the project’s scale and long-term vision.

The project’s early tenant strategy also took shape at the event, with developers announcing the first confirmed anchors for Halo Vista’s retail and hospitality districts. Among them is a Costco, an auto mall developed by DeRito Partners featuring approximately 11 dealerships, and a five-story Marriott hotel combining Courtyard and Residence Inn concepts, to be delivered by Common Bond Development Group.
Planned along the I-17 and Dove Valley Road corridor, these early commercial components are designed to serve the thousands of workers, students, and residents expected to eventually live and work within the Halo Vista community. With its proximity to one of the world’s most significant semiconductor manufacturing campuses at TSMC, the development is positioned to become a long-term engine of regional growth and economic activity in the Phoenix metropolitan area.
