Vestar, the developer behind landmark retail destinations such as Tempe Marketplace and Desert Ridge Marketplace, has announced Legacy Park: a transformative, multi-billion-dollar mixed-use development in partnership with long-time landowner Pacific Proving, LLC. Envisioned as an “urban oasis” and located at the crossroads of Mesa, Gilbert, and Queen Creek, Legacy Park is poised to set a new standard.
“Legacy Park is a generational project that will become an urban oasis and the centerpiece of the East Valley,” President and CEO David Larcher said. “From Tempe Marketplace to Desert Ridge Marketplace, we have built destinations that redefine their communities, and Legacy Park will be no different. This development will set a new benchmark for retail, hospitality and mixed-use living in Arizona.”
Spanning 200 acres in Mesa, Legacy Park will feature a dynamic mix of lifestyle retail, luxury residences, Class A office space, lush public parks, and a world-class hospitality component. Designed to mirror the success of destinations like Scottsdale Quarter, the development will introduce approximately 300,000 square feet of upscale retail space, including chef-driven restaurants, many making their East Valley debut.
At full build-out, the project will also include 2,500 contemporary multifamily residences, a 600-room resort hotel developed by the renowned Athens Group, and 3.4 million square feet of mid-rise office and corporate campus space. A signature feature of Legacy Park will be its over 20-acre lush urban park, centered around a large lake, envisioned as a hub for recreation, community events, and connection.
The Athens Group, the hospitality powerhouse behind globally recognized destinations such as Four Seasons Hualalai, Montage Laguna Beach, and Ritz-Carlton Half Moon Bay, will lead the resort development.

Legacy Park represents decades of vision and planning for Pacific Proving, LLC.

Ideally positioned adjacent to Mesa Gateway Airport and accessible via the newly extended State Route 24 at Williams Field Road, Legacy Park is expected to become the most impactful mixed-use development in the region. Over the next two decades, the project is projected to generate approx. $56 billion in economic output, create over 20,000 jobs, and contribute significant tax revenue to support essential Mesa services. Groundbreaking for Legacy Park is anticipated in 2027.
