Mixed-Use Development Arro Hopes to Redefine Downtown Phoenix

Downtown Phoenix is preparing for a transformational new chapter as Empire Group of Companies officially unveils Arro, the newly renamed mixed-use high-rise development formerly known as Astra. Developed through Empire’s luxury urban infill division, Aspirant Development, the project is poised to become the tallest building in Arizona and one of the most significant additions to the city’s skyline.

Spanning approximately 1.8 million square feet, Arro will introduce two towers to Downtown Phoenix, anchored by a 541-foot north tower set to surpass all existing buildings in the state. A second 425-foot south tower will complement the project, together creating a vertically connected destination that blends luxury residences, hospitality, office space, retail, and entertainment.

“Arro represents a defining moment not only for our team, but for Downtown Phoenix as a whole,” managing partner Geoffrey Jacobs said. “From its scale and architectural presence to the caliber of partners we’re bringing to the table, every element of this project has been thoughtfully considered to deliver something truly transformative. Among the project’s most talked-about announcements is a new partnership with Pretty Decent Concepts, the acclaimed hospitality group behind several immersive dining and nightlife experiences across the Valley. The group will develop and operate a signature rooftop restaurant and nightlife concept occupying the top two floors of Arro’s north tower.

“We were drawn to this space because it represents the kind of ambition we believe Downtown Phoenix deserves. Empire Group’s vision is inspiring, and we’re excited to be part of that momentum,” said Teddy Myers, founder of Pretty Decent Concepts. “We’re planning a show-stopping, multi-concept experience across the top two floors, one that we hope will serve as the crown jewel of the Valley.”

Arro will also introduce The Optimist, a 250-key luxury lifestyle hotel planned for the north tower and expected to eventually partner with a major global hospitality brand. In addition to the hotel and rooftop destination, the north tower will feature 380 luxury residential units, while the south tower will house Class A office space, retail and restaurant offerings, and a 275-unit luxury co-living component.
