The most important element of prison reform is reforming our nation’s opinion that people despite the mistakes they make are still human beings.  Going to jail and being incarcerated does not magically transform a human being into an animal.   The system over the years has done a good job labeling a person who broke the law as inhumane.  The cycle that keeps people coming back to our prison system is partly to blame due to the mindset of some police and employers that people with criminal records are subhuman.

Warning to those people who think the system is now going to tolerate crime with no punishment.  Wrong!  People should be forgiven but taking advantage of the system and for those of you who hurt children or the elderly society will have no choice but to build special prisons for you and impose lengthy prison terms.


Non-violent offenders no longer go to regular prisons.  New farming facilities will be built in pleasant climates where non-violent offenders will do their time.  Here they will work and live in military style tents.  By working and being outside we insure they get maximum rehabilitation while paying their debt to society.  Hard work but rewarded with decent pay.  This way society doesn’t have to pay to incarcerate people anymore.  This enables prisoners to pay for their own incarceration and save money for when they are released.

    


People caught with drugs for personal use.  No jail time for the first three offenses.  Possible mandated treatment.

    


People caught stealing to obtain money to purchase drugs.  Possible jail time no more than a two year prison term depending upon the number of offenses.

    


People getting caught with a gun or weapon during a crime but did not use the gun weapon during the commission of the crime.  This will carry a mandatory 12 month sentence in jail with a maximum of 3 years for the first offense.

    


People getting caught with a gun or weapon during a crime for a second time but did not use the gun weapon during the commission of the crime.  This will carry a mandatory 24 month sentence in jail with a maximum of 5 years for the first offense.

    


People getting caught with a gun or weapon during a crime and hurting someone but not killing someone.  This will carry a mandatory 24 month sentence in jail with a maximum of 10 years for the first offense depending on the injury to the victim.

    


For any sex abuse crime committed by an adult over the age of 18 on a child under the age of 12, a minimum sentence of natural life in prison.   There is no coming back home for this type of crime.  To harm a child is taboo and any person regardless of their harsh upbringing needs to understand that you will pay the ultimate price and spend the rest of your natural life behind bars for harming children. 

    


Sex offender laws to be federal no longer state by state.  In Scottsdale Arizona you can be labeled a sex offender for urinating in public.  This law should be changed and a person urinating in public should not be considered a sex offender.

    


For anyone who physically harms a person over the age of 70 years old your first offense will be a minimum of 5 to 15 years depending on the severity of your offense. 

    


Drug offenses

Marijuana personal use no jail time just a fine ranging from $100 to $1000 depending on the number of offenses.

    


Cocaine use no jail time mandatory treatment and a fine ranging from $100 to $1000 depending on the number of offenses. 

    


Selling cocaine first offense no jail time to 2 years in jail fine ranging from $1000 to $10,000

    


Heroin use no jail time mandatory treatment and a fine ranging from $100 to $1000 depending on the number of offenses. 

    


Selling heroin first offense - 12 month to 5 years in prison fine ranging from $1000 to $100,000 depending on the number of offenses. 

    


Fentanyl use no jail time mandatory treatment and a fine ranging from $100 to $1000 depending on the number of offenses. 

    


Selling Fentanyl black market - mandatory 5 year prison sentence first offense. 

    


Using prescription drugs without a prescription.  No jail time mandated intense rehabilitation.

    


Selling prescription drugs black market first offense 12 month to 5 years in prison.

    


No more privatized prisons.  All private prisons will be closed and immediately be taken over by the state or federal government.  Privately owned prisons motivated by profits create inhumane conditions for inmates and should no longer be tolerated. 

    


Various types of prisons should be built.  The crime should determine which prison a person goes to.

    


Criminal records prevent people who have broken the law from blending back into society and having an equal opportunity to get employed.  Criminal records also enable employers to know what kind of past a person had and it also enables law enforcement to know who they might be dealing with in a routine traffic stop.  The federal government will allocated budgets that will incentivize employers to hire people getting out of jail.  For example if the minimum wage is $15 per hour the government may offer $5 per hour compensation reducing an employer’s hourly cost by $5 per hour giving employers a big incentive to hire people with a criminal record.  This incentive would be incorporated for a 12 month period per person with a criminal record.  After 12 months the government assistance goes away.  This creates value for people with criminal history without hiding their record which could hurt society.
