Time Magazine unveiled its top 10 Best Dressed celebrities of 2013, where Miley was the only celeb to make both the best and worst dressed lists.<\/p>\n<p>The &#8220;Wrecking Ball&#8221; singer snagged sixth place as the best-dressed star for her sparkly green Marc Jacobs dress for Fashion Group International\u2019s Night of Stars:<\/p>\n<p>\u201cThe glittery green dress with a daringly low back is just the right mix of youthfulness and sparkle for the pop star. Best-dressed runners-up also included Kate Middleton in a flattering ice blue Emilia Wickstead dress, Jane Fonda in a daring canary yellow Atelier Versace gown and Mariah Carey for her crafty ability questionable fashion choices this year, making her a first place candidate for Time\u2019s worst dressed list for the racy nude latex bikini she donned for her performance with Robin Thicke at the MTV VMAs.<\/p>\n<p>\u201c\u2026this two-piece serves no other stylistic purpose apart from showing a lot of skin,\u201d Time said.<\/p>\n<p>Other celebs who made the worst dressed list were Kim Kardashian in a floral Givenchy dress she wore to the Met Ball, Justin Bieber in a gas mask and Ke$ha\u2019s side-slit Givenchy number at this year\u2019s Billboard Music Awards.<\/p>\n<p><em>Check out the full
